Rachel Blacher has contributed to a wide range of public health efforts in domestic and global settings over the past 25 years. From her start as a legislative aide on Capitol Hill for U.S. Senator Dianne Feinstein to undertaking HIV clinical research in Zambia, from grant management at the CDC’s Division of Diabetes Translation to establishing the community care guidelines for COVID-19 with the New Zealand Ministry of Health, Blacher thrives in complex and dynamic environments, tackling some of the most critical public health issues of the day.

Currently, Blacher serves as the manager for strategy, planning, and performance at THINK Hauora, a primary health organization in New Zealand serving 4% of the national population in a semi-urban and rural region. She designs population health programs and establishes systems for performance and strategic goal setting for an organization that oversees 35 primary care practices. Working at the primary care level of health systems is new for Blacher and presents so many opportunities for learning. Outside of work, Blacher is passionate about food security and has assembled a small group of national food security leaders to identify opportunities to reduce the amount of produce waste left on commercial farms and increase produce donations to food rescue organizations.
