Bio

Lydia Ogden leads policy strategy and development for Johnson & Johnson’s Office of the Chief Medical Officer. She is a proven public- and private-sector leader with three decades of experience in predicting and managing health system change and enabling impactful health partnerships spanning the globe. Prior to joining J&J in 2022, Ogden directed U.S. and ex-U.S. vaccines policy, partnerships, and government relations for Merck; led company-wide strategic engagement with international organizations, foundations, institutions, and industry associations; and served as the co-chair of Merck’s Public Policy and Responsibility Council.

Before joining Merck, Ogden worked in public health for more than two decades at the U.S. Centers for Disease Control and Prevention, leading domestic and international HIV/AIDS policy and data-driven prevention programs, implementing PEPFAR, serving as the agency’s deputy chief of staff for policy, and heading the Office of Health Reform following passage of the Affordable Care Act. CDC twice loaned her to the White House: first to the Office of National AIDS Policy in the Clinton Administration to develop a strategic engagement plan and second to the Obama Administration’s National Commission on Fiscal Responsibility and Reform, where she served as senior health policy advisor, responsible for slowing the rise in health spending while preserving access and quality.
